With just 75 days left in Mayor Bloomberg’s administration, we’ve been taking stock of the new Coney Island, which began to take shape after the July 2009 rezoning and during the Mayor’s third term. Most of the City-owned land in the amusement area has been re-activated with amusements, starting with Luna Park (2010) and Scream Zone (2011) built by Central Amusement International on the vacant lots bought from Thor Equities for $95.6 million, and continuing with the installation of the B&B Carousell and relighting of the Parachute Jump in the new Steeplechase Plaza this year.

The same can’t be said for adjacent property held onto by Thor CEO Joe Sitt. It became vacant after Thor acquired the land and evicted ride and park operators and remains vacant despite a history of various amusement operators efforts to negotiate lease deals. The latest project that never happened was Big Mark’s Action Park, which planned to bring a rock climbing wall, a vertical wind tunnel and other extreme attractions to Thor’s Stillwell lots in 2013. It’s a similar story as ATZ’s previous post “The New Coney Island: A Tale of Two Jones Walks” contrasting the activated City-owned and vacant Thor-owned sides of the Walk.

This week last year, ATZ was saying goodbye to McCullough’s Kiddie Park, which had been on Coney Island’s Bowery for more than 50 years. The McCullough family, descendants of Steeplechase Park founder George C Tilyou, were dismantling the Bumblebees and other rides and leaving Coney forever after failing to come to a lease agreement with property owner Thor Equities. Since then, the lot has remained vacant, just another one of Joe Sitt’s collection of interminably vacant lots in Coney Island.

What Michael Daly wrote in the Daily News in 2009 after the City bought Sitt’s Boardwalk property is still true today: “Sitt is the city’s most successful un-developer. He spoke grandly of building a billion-dollar Las Vegas-style resort. What he has built is a string of vacant lots, the most depressing being where Astroland amusement park stood until a year ago.” Just substitute McCullough’s for Astroland.

The sole building that Joe Sitt has built in Coney after years of real estate speculation is a temporary building at Surf and Stillwell with retail stores like It’Sugar and a Brooklyn Nets Shop but devoid of amusements. You’ve heard the phrase “dummy corporation” but did you know Thor Equities has introduced a new concept to Coney Island of dummy arcades? All season long, dummy arcade signs fronting empty space with “Retail Space Available” signs have made a mockery of the City’s 2009 rezoning requiring a percentage of amusements on the property.

The rest of Thor’s Coney properties and lots remain vacant today. Unlike 2007, when Sitt first evicted Batting Cage and Go Kart City as well as the Zipper ride, which is the subject of a riveting documentary, Coney Island’s vacant lots are no longer in the news. In 2008 and 2009, when the City was pushing the rezoning, Coney’s infamous vacant lots were mentioned by City officials as a reason for the rezoning. “THE END OF CONEY ISLAND IN 2009?,” said a “fact sheet” called “Coney Island Throughout The Ages” from the Coney Island Development Corporation. “Today, Coney Island is a ghost of its former self. Under the current zoning, amusement operators have divested, leaving illegal uses and vacant lots throughout the area.” Four years after the rezoning, the lots are still vacant with no end in sight.

Photographs of newly created vacant lots like the ones in this post are rarely seen and illustrate the dark side of Bloomberg’s New Coney Island. Most people are happily snapping pictures of the new roller coasters and the crowds on the Boardwalk, which is as it should be. In fact, we’ve held off till the tail end of the season to post these depressing photos to avoid creating any bad publicity for Coney.

On the other hand, our photos of vacant lots are free advertising for Thor Equities, whose new website “Thor Equities Presents Coney Island” revives their “Retail Ride of a Lifetime” slogan: “Thor Equities presents a new retail opportunity at a scale New York hasn’t seen in years! ThorConeyIsland.com is a retailers ticket to joining the retail ride of a lifetime taking place in Coney Island.” The site touts such stats as “18 million people visit the beach every season” and “4.7 million subway riders visit Coney Island every year” to lure retailers. The leasing plan pitches Thor’s buildings including the Grashorn, Coney Island’s oldest building, which has been vacant since 2008, but not the long-vacant lots.

While the subject of Coney Island’s vacant lots has dropped from the headlines, the question looms: What is the future of Thor Equities vacant lots and buildings in the next administration? Some of the property was rezoned to accommodate 30-story hotels and retail in the heart of the amusement area but still requires an amusement component. Putting up glittery arcade signs where there are no arcades is a slap in the face of the zoning requirement. Will the City enforce its own zoning? Will Sitt try to get a variance? Will he continue to “sit” on the land and wait for infrastructure improvements? Will he flip the property?

Will this land ever see amusements again? On Stillwell Avenue, where the Tornado Roller coaster (1927-1977), the Bobsled (1941-1974), and Stauch’s Baths and Dance Hall (1930-1998) once stood, Norman Kaufman’s Batting Range and Go Kart City amused the zillions until Joe Sitt emptied out the amusements in 2007. Last year, NY1 reported Sitt’s plans to put a movie theater with stadium seating on his Stillwell lot behind Nathan’s was being held up by the fact that the theater required an amusement element to it. Rumor had it the city wanted him to put a ride on the roof. How cool would that be? As long as Sitt can’t be bothered to install the minimum amusements required by the new zoning in his first building in Coney Island — a couple of tiny arcades– don’t hold your breath.

The fate of the landmark Childs Building on the Boardwalk is in limbo as Brooklyn’s Community Board 13 voted 15-7, with 7 abstentions, against the City’s plan to convert the former restaurant into an amphitheater for live concerts. Noise, traffic, parking and infrastructure issues were some of the reasons cited for the “no” votes. In public testimony at Monday night’s meeting, some residents of Coney Island said the plan was rushed, they needed to hear more about it. Others brought up the idea of a Community Benefits Agreement. Community garden advocates protested the loss and relocation of the Boardwalk garden adjacent to the building, which has been active since 1998 and has between 35-50 gardeners.

The problem is with less than 100 days left in this administration, time is running out to use the funds allocated for the project. If some kind of compromise plan isn’t worked out, the chance to restore and repurpose the vacant building could be lost. The City has the funds to bring the landmark back to life since Borough President Marty Markowitz will be able to use $50 million set aside in 2010 for a $64 million amphitheater in Seaside Park that was halted by a lawsuit. Since then, his free Seaside Concerts have been held on the Washington Baths site, a vacant lot across the street from the Childs Building.

If the $50 million isn’t spent by the time the Borough President’s third term ends on December 31, 2013, it would go back into the public coffers and be lost to Coney Island. The building’s deteriorating condition is also cause for concern. After Sandy, parts of the facade cracked and began falling off. The sidewalk shed was installed this summer.

The Community Board’s vote is advisory only. Their recommendation is being forwarded to the City Planning Department and the Borough President’s Office, which may amend the proposal before sending it the City Council. It is customary for the Council to vote with the council member from the district. In 2011, when the community board voted 21 to 7 against the Parks Department’s plan to make a section of the Boardwalk concrete and plastic, the City pressed forward with the plan and won the necessary approval of the Public Design Commission, which is comprised of Mayoral appointees.

The City’s plan to develop the former Childs Restaurant building on the Boardwalk and adjacent lot into an entertainment complex with a rooftop restaurant was first reported by NY1 in August 2012 but detailed plans were not made public until April of this year. The property and surrounding lots zoned for high rise condos became part of the portfolio of iStar Financial when Taconic Investment Partners defaulted on loans. The developer plans to sell the building to the City and partner with nonprofit Coney Island USA to manage the programming.

As we noted last summer, it’s been sad to see Coney Island’s terracotta palace by the sea boarded up for the past few years after being enlivened by the Mermaid Parade Ball and Lola Star’s Dreamland Roller Rink. Yet it’s hard to pass by without taking photos of its ornamental ships, seashells, fish and King Neptunes. When a tourist recently tweeted a photo describing the Childs as “the ruins,” we didn’t have the heart to respond. The 1923 Spanish Colonial Revival style building was designated a City landmark in 2003.

UPDATE December 20, 2013:

The City Council approved the development of the Seaside Park and Community Art Center, an entertainment complex and public park at the site of the Childs Restaurant Building. The approval by the City Council was part of a public review process that also involved approvals by the City Planning Commission, the Landmarks Preservation Commission and the Public Design Commission.

The project will be developed and operated by a partnership between an affiliate of Coney Island Holdings LLC, and non-profit Coney Island USA, Inc., with $53 Million in city capital funds to develop the project, which involves the restoration and adaptive reuse of the Childs building as well as the development of a 5,100 seat amphitheater with a neighborhood park and playground overlooking Coney Island beachfront. Completion of the project is slated for June 2015.

UPDATE October 21, 2013:

There’s a public hearing on Wednesday, October 23rd, at 10:00 AM in Spector Hall, at the Department of City Planning (22 Reade Street, in Manhattan) to receive comments related to the Draft Environmental Impact Statement (DEIS) for the proposed Seaside Park and Community Arts Center project. According to the posted notice:

Comments are requested on the DEIS and will be accepted until 5:00p.m. on Monday, November 4, 2013. The Applicant, Coney Island Holdings LLC, is proposing a number of land use actions to facilitate the development of the Seaside Park and Community Arts Center (the “proposed project”) in the Coney Island neighborhood of Brooklyn. The proposed project involves the development of approximately 2.41-acres of publicly accessible open space, which would include an approximately 5,100-seat seasonal amphitheater for concerts and other events. The proposed project also includes the landmarked (Former) Childs Restaurant Building, which would be restored for reuse as a restaurant and banquet facility and renovated for adaptive reuse to provide the stage area for the open-air concert venue and use as an indoor entertainment venue during the off-season months. The Seaside Park and Community Arts Center would be a temporary use of the development site for a term of ten years from completion of construction.

Last year ATZ asked “Will Coney Island’s Surf Ave Become a Mecca for Franchises?” (December 19, 2012). The latest in a slew of chains and franchisees betting on the new, year-round Coney Island is a Subway Cafe with a “Tuscany-style interior” featuring sofas and a fireplace. Broker Joe Vitacco signed a lease yesterday with the restaurant chain for the 1,700 square foot cafe at 1019 Surf Avenue across the street from Luna Park.

Just how pricey is Coney Island’s Surf Avenue? The building at 1019-1039 Surf was purchased for $3.1 million by 1019 Surf Ave Acquisition LLC in March for $3.1 million, according to Property Shark. Vitacco says the buyer was Russian multi-millionaire Yakov Yakubov, who also owns Loehmann’s Plaza in Brooklyn.

First introduced as a restaurant concept in 2008, the Subway Cafe’s decor and layout aim for a “coffeehouse ambiance” and is a little larger than an average Subway. The north side of Surf Avenue already has a Subway, located down the street in Stillwell Terminal, but it does not sell coffee. In addition to Subway sandwiches, the new cafe’s expanded menu includes baked goods, dessert items and coffee offerings. Part sandwich shop, part coffee bar, the Subway Cafe will be operated by franchisees with its lease held by the Subway Restaurant chain. They will take possession of a portion of the storefront occupied by the 11,000 square foot Lago Furniture. The furniture shop is on a month-to-month lease while tenants are sought for the rest of the space, Vitacco said.

The furniture shops on the north side of Surf have long been in violation of the C-7 amusement zoning and are gradually being replaced by restaurants and bars. Dunkin’ Donuts (also in Stillwell Terminal), Coney Island Bar & Grill (formerly Bratva), Grimaldi’s Pizzeria, and Applebee’s will be joined next year on the north side of Surf by Johnny Rockets and Red Mango and Subway Cafe. As we noted last year, rides and amusement businesses aren’t about to make a comeback due to the skyrocketing rents since the rezoning. “I’m getting more inquiries than ever before,” said Vitacco, who would like to bring a seafood and steak restaurant to the neighborhood. “It means that people are thinking about it. But I call half the people I talk to tourists.”

Until the early 1980′s the north side of Surf Avenue was home to individually-owned penny arcades and a variety of rides including bumper cars, carousels and even a Jumbo Jet-style coaster. Philips Candy Store, now located in Staten Island, was the anchor of Stillwell Terminal from 1930 until 2000 when the terminal was rebuilt and they had to move out. By the time the last ride– Coney Island’s B & B Carousell —closed in 2005, the north side was known as the wrong side of Surf Avenue to locate a business because of the lack of foot traffic.
